PORT-AU-PRINCE (Reuters) – Haiti’s government on Friday issued a decree in its official gazette formalizing the creation of a nine-member transitional presidential council, including two non-voting observers.

The decree, which does not name the members of the council, comes one month after unelected Prime Minister Ariel Henry said he would step down pending the installation of his replacement, set to be appointed by this council.
